A governing board will oversee the GWRC. Each member organisation will have a seat on this governing board, providing equal and impartial input. Chair of the Board of Directors is Rob Renner (Executive Director Water Research Foundation), Jacques Leenen (Stowa - Foundation for Applied Water Research) is the vice-chair and Frans Schulting (Managing Director of the GWRC) is the secretary/treasurer.

The Global Water Research Coalition is affiliated to the International Water Association (IWA) and makes use of IWA expertise and support facilities.
